Talley is a co-managing partner at Melton & Melton, LLP. Talley graduated in 1961 from the University of Houston with a Bachelor of Business Administration Degree in Accounting. Upon graduation, he worked for Price Waterhouse & Co. for approximately three years before starting Melton & Melton.

Talley served as a member of the board of directors of a local bank and has also testified as an expert witness defending a national accounting firm.
